Marine engineering industry includes a wide range of activities and elements. The most important of them are engineering and sea. The main sub-sectors within the Marine engineering industry are marine resource based industries, fisheries and aquaculture, ship design, construction and repair, offshore and coastal engineering, transportation systems, diving operations, dredging, pollution control, waste treatment, renewable energy, coastal development, marine technologies, research, marine tourism and leisure-related service providers and industries. Marine and maritime industries have always been important economical issue with a strong traditions and challenges among the coast of Baltic Sea. Now maritime and marine engineering industries are facing new challenges in renewable energy, offshore constructions, ecological engineering and other activities. Technology becomes a factor of success. Due to historical and economical factors, the level of maritime technology and industry is very uneven among the BSR. The leading marine engineering companies are based in Denmark, Sweden, Finland or Norway and the opposite situation is on the sought eastern coast- Lithuania, Latvia, Poland and Russia (Kaliningrad, St.Petersburg). Facing the described issues Klaipeda Science and Technology Park and Klaipeda Regional Development Agency together with foreign partners are initiating the project “Fostering marine engineering knowledge and business practice transfer among SMEs in BSR”. The main project idea is to develop a technological and business cooperation platform among BSR marine engineering industries and education institutions for increasing regional competitiveness in a global marine engineering market. Long-lasting cooperation with the foreign partners working in Lithuanian ME industry showed that the BSR has huge potential in ME industry. Technology transfer and common business understanding could increase production capacities and efficiency developing new projects in a Baltic Sea and worldwide.
Main project objectives:
1. To develop Technology transfer for the ME industry in BSR. 2. To research the production capacities and perspectives of ME industries in partner regions. 3. To develop and elaborate common guidelines for an ME education. 4. To establish a business practice transfer tools and business relations among partner regions.
Project activities
I. Technology transfer
1. Preparation of technology development and implementation study - competitiveness of SMEs in ME market. Technology development and implementation study is prepared by educational institutions with the main purpose - to collect the information on market reflections, technologies developed and main industry directions and possibilities focusing on SMES in ME industry . This document will serve as main guidelines for all project activities. It will be a source of information for technology transfer, educational and production capacities in different partner regions. 2. Development of a common framework for the ME education in the partner regions. Bridging the gap between education and industry- triple helix understanding of Marine engineering education. Development of “Technology development and implementation study” will establish communication between entrepreneurs and education institutions from different partner regions. In order to develop a long lasting cooperation, common innovation development and transfer understanding it is necessary to create a study of ME education among partner regions initiating discussions between business and education actors on the ME education. 3. Creation of technology transfer network. Technology transfer network is a web based tool for scientific and business communication. It will be used for finding scientific or business partners for right solutions and technology implementation. It will be established as a web site with database information on ME technologies and other communication activities. 4. Preparation of Regional Studies describing the improvement of technical capacities for the regional marine engineering industries.
After all the primary international actions are done it is very functional for all the partner regions make their own findings on: 1) how the regional industries need to improve their technological or production capacities; 2) how the regional industries can integrate into the common market. This study will be created on the regional science-business cooperation methodology and will be an indicator of effectiveness of all further actions.
II. Business practice transfer in education process
1. Business practice transfer in training process: • Marketing; • Project management; • Innovative technologies and R&D operations; • Environmental and ecological issues of ME business development.
Business practice transfer is mostly effective when the regions and companies have business relations. Cooperation transfers business knowledge and practice. For having this communication focused on the theoretical subjects it would be very effective to organize a common training of the management, making them to discuss subjects and make business relations.
2. Short term internships among the partner region industries.
Short term internships for a management level of the CEOs is the practical issue of the common training. There will be a study visits provided to different companies. Study visits will help to maintain long-lasting cooperation and business relations.
